Her Majesty the Queen has appointed His Honour Judge Stephen Fowler QC to the office of High Court Judge in Northern Ireland. His Honour Judge Fowler QC was sworn into office before Dame Siobhan Keegan, the Lady Chief Justice of Northern Ireland, on Thursday 23 June 2022.

His Honour Judge Stephen Fowler QC was educated at Queens University in Belfast studying law and in 1984 he completed a Post Graduate certificate in Professional Legal Studies. He was called to the Bar of Northern Ireland in September 1984 and took silk in June 2006. As a barrister, he conducted high profile serious criminal trials and conducted cases in the Court of Appeal. He is also a member of the Bar of Ireland.
In January 2011 His Honour Judge Fowler QC was appointed a County Court Judge where his work was mainly peripatetic. In 2016 he became the assigned County Court Judge for the District of Fermanagh and Tyrone where he was responsible for the management and conduct of the Crown Court, Family and Civil Courts.
In 2019 His Honour Judge Fowler QC was assigned County Court Judge for Belfast before being appointed as the Presiding County Court Judge and Recorder of Belfast in November 2020.
His Honour Judge Fowler QC has served on the Crown Court Liaison Committee and the Lady Chief Justice’s Sentencing Group. He has also served as an Extradition Judge, on the Historical Institutional Abuse Redress Board and as a Coroner for Legacy Inquests.
